Help OFWs' families become entrepreneurs themselves - Noli

Vice President and Presidential Adviser on Overseas Filipino Workers Noli de Castro has called on the private and civic sectors to help families of overseas workers become entrepreneurs themselves.

Speaking at the pre - Valentine Dinner of the Alay sa OFW fund raising project at the Endelrun College in Makati on Feb. 12 De Castro said that by setting up new and viable businesses, OFWs' families will be helping their overseas-based member come home much sooner.

Organized by the United States-based Filipinos, the dinner was aimed at raising funds for OFWs affected by the global financial crisis. De Castro assured the participants that the government is taking steps to help troubled OFWs.

Last Monday, on the instruction of President Gloria Arroyo, De Castro said a multi-sectoral forum was held in Malacanang to come up with effective and timely interventions for workers who have been displaced by the recession.

He said the government has met with the business sector to find ways of preserving existing jobs and creating new ones.

De Castro said he has directed the Pag-Ibig Fund to set aside P 82 billion for housing and multi-purpose loans.

In addition, De Castro, said Pag-Ibig along with SSS will implement loan restructuring programs,including condonation of penalties.

Pawnshops doing brisk business in Philippines

(AFP) - Limousines roll up to the plate glass storefront in the Philippines financial district, unloading heirloom jewelry, paintings and recently even a chamber for divers with the Bends.

Turnover was up 50 percent in January and business has never been better for J. Michael Dizon, lender of last resort to the well-heeled.

"I've had some weird things brought to me," said the amiable 41-year-old manager, sitting on the low sofa of a spare, air-conditioned reception room that looks more like an art gallery than a pawnshop.

Pin lights highlight a German cuckoo clock and a wall of unredeemed 1970s Filipino paintings.

"Yesterday a doctor brought me a hyperbaric oxygen chamber. I had to turn him away because he would lose his ability to earn money," said Dizon, referring to the therapy for divers stricken with the decompression illness.

Earlier, he said, he had lent money to a businessman who put up as collateral fog-making equipment for stage sets.

In Europe, pawnshops have financed wars and voyages of discovery, but in the Philippines they are mostly associated with the poor, with lenders usually dealing with their customers through barred shop windows in down-and-out neighbourhoods.

The central bank says there are more than 14,000 pawnshops across the Philippines islands, with the industry, which began in the mid-19th century, dominated by the Tambunting and Lhuillier families.

The industry lends about 10 billion pesos (212.8 million dollars) a year, principally accepting jewelry -- but in recent years also television sets, mobile phones, digital cameras and motorcycles.

Pawnshops lend at credit-card rates for small loans of up to three months.

Borrowed money "is used for consumption needs such as for payment of tuition fees, medical emergencies and to defray costs of celebrations like town festivals, birthdays and others," said Fernando Caballa, head of a central bank division that monitors the industry.

Cheer Mae Ecarma, publicist for the Lhuillier group, said pawnshops are now just one segment of the group's business which now also includes delivering money remitted by millions of Filipinos working abroad.

Caballa said it was "premature to say if the global financial crisis has affected the lending operations of pawnshops," which he said account for less than 0.25 percent of the Philippine economy.

Dizon by contrast said his Agencia de Empenos de Makati should become more prominent as the global credit crunch deepens.

"The reason our business is flourishing is because the banks are not lending," he said, adding that banks would as a rule honour only land as collateral, and would not lend for less than the property's appraised value.

His high-end clientele includes businessmen and women who hock assets to meet monthly payrolls for their staff as economic activity slowed.

"It's not because they are bankrupt. The main reason is cash flow and liquidity," he said.

Many prefer to stay inside their cars and the uniformed staff serve them brewed coffee, pastries or whatever else takes their fancy.

Roach studies Hatton, sees Pacquiao win in 9

MANILA, Philippines - Freddie Roach will say it again and again and again: Ricky Hatton won't stand a chance against Manny Pacquiao.

"We’ll knock Hatton out," was the latest word from Los Angeles where Roach is awaiting the arrival of Pacquiao so they could begin their training for the May 2 fight with Hatton.

Roach spoke to fightfan.com regarding the fight, and how Pacquiao, the pound-for-pound champion, would or should deal with the IBO light-welterweight champion.

"We're not going to deal with his strength. We're not going to fight him on the inside. We're going to fight smart and box this guy. I don't think Hatton's strength will come into play in this fight," said Roach.

Again, the trainer of champions said Hatton will get knocked out if he stays close to Pacquiao.

"If Hatton stands toe-to-toe with us, we'll knock him out," said Roach. He told The STAR in a recent chat it could be over inside nine rounds.

"Nine is my favorite number," said Roach, looking back at David Diaz who was knocked out in the ninth round, and Oscar dela Hoy who quit entering the ninth round.

He said the same thing will happen to Hatton.

"Manny does very well with guys who come forward like Hatton does. It's definitely a great match up... but we're going to knock him out," Roach explained.

Pacquiao, according to his trainer of eight years, should climb the ring at 147 pounds after weighing in at 140, and he'll be as quick, as powerful as he was against Dela Hoya.

Roach believes that Hatton won't get a chance to do what he likes doing in the ring, getting too physical with a lot of clinching and hitting. He said Pacquiao is ready.

"Of course. You know we're planning on dealing with it. We're not going to rely on the referee or anything like that. We will definitely have an answer for it."

Roach described Hatton as a decent puncher who likes to work the body.

"He's a good puncher but we're not going to stand in front of this guy and exchange with him. We're going to fight a smart fight like we did with Oscar," Roach said.

Roach has started doing his homework, reviewing tapes of Hatton fights, his last 10 fights in fact, to see "what kind of game plan we can come up with."

Roach said his new assistant, former world heavyweight champion Michael Moorer, will be on hand when Pacquiao begins training on the first week of March.

OWWA 7 is offering loans to displaced OFW s

CEBU CITY - The Region 7 office of the Overseas Workers Welfare Administration (OWWA) 7 is offering loans for displaced overseas Filipino workers (OFWS) who need start - up capital for their business ventures.

Ma. Benidez Dayo ,OWWA 7 information officer, said that the OWWA 7 is offering loans of up to P 50,000 loans to the workers displaced by the global financial crisis.

Dayo said that as of Feb. 6, the regional office of OWWA 7 has registered 281 overseas displaced workers, and most of them were deployed in Taiwan.

"Based on our records and the records of Philippine Overseas Employment Agency (POEA) 7 most displaced workers came from Taiwan because most of them were previously working in electronics companies, which were badly hit by the economic crisis," she said.

Dayo also said that aside from the loan which is payable in two years and which has no collateral, OWWA 7 is also offering free scholarships to the displaced workers who can meet the requirements.

"We are offering vocational scholarships to interested displaced workers," she said.

She said that each scholarship grant amounts to P14.500, which will be used as tuition fee, among others.

Dayo said that OWWA 7 scholars can choose any vocational course they want to enroll in and they can choose any school as long as it is accredited by the Technical Education Skills and Development Authority (TESDA)

Training matching, job assistance at TESDA

Some 2,500 displaced workers, OFW s and local workers are joining a training matching and job assistance event to be mounted by the TESDA tomorrow, Feb.16 at the TESDA Complex in Taguig City.

The one-day event will be one of the biggest job assistance events being put up by the government through TESDA and other government and private organizations to assist those who have lost their jobs here and abroad in the face of the recent economic crunch.

"The technical- vocational education sector including companies, industry associations and sector groups are being proactive here by either retraining our displaced workers and rematching them with prospective employers, or training then for self- employmen," explained Secretary Augusto Boboy Syjuco, TESDA Director General.

Syjuco said that among the most in demand jobs today are those of business process outsourcing (BPO) workers, welders, aircraft mechanics, hospitality and tourism, construction and other industries, local and overseas.

President Gloria Macapagal Arroyo will visit the skills and jobs event on Monday and will see for herself the training matching and job assistance services offered in this event.

Overseas and local recruitment agencies, online placement agencies, training institutions from NCR and Calabarzon for the group training scheme (GTS) and business processing outsourcing company are joining the event.

Other participating government agencies are the Department of Labor and Employment Department of trade and Industry, Commission on Information and Communication Technology, Overseas Workers Welfare Administration and Philippines Overseas Employment Administration.

Pasig River clean up project launched

The ABS-CBN Foundation Inc. (AFI) and the Pasig River Rehabilitation Commission (PRRC) yesterday formally launched the"Kapit bisig sa Ilog Pasig," massive cleanup project that aims to rehabilitate the polluted 24-kilometer long Pasig River.

AFI managing director Regina Paz"Gina"Lopez said the project will take seven years to complete and will involve the support of not only the private sector and local government units but also the media as well.
"No matter how much money you spend to clean the river, the river is still going to be dirty. We have to change the way we look at the river. We should use the media to awaken the consciousness and the reverence that people should have for the Pasig River," Lopez said at the projeject's launching at the Makati Park and Garden in Guadalupe.

Mayors Feliciano Belmonte Jr. of Quezon City, Alfredo Lim of Manila, JV Ejercito of San Juan,Marides Fernando of Marikina, Jejomar Binay of Makati, Ben Hur Abalos of Mandaluyong, Sigfrido Tinga of Taguig, and Vicente Eusebio of Pasig pledged their support for the project.

Others who also vowed to help were the Manila Water Co., Maynilad Water Services Inc., the Metropolitan Manila Development Authority, ABS-CBN Deparment of Science and Technology, and Deparment of Environment and Natural Resources (DENR) Seretary Lito Atienza.

Goldilocks Bakeshop donated P6 million, while Vice President Noli de Castro promised the support of the national Housing Authority in his capacity as the chairman of the Housing and Urban Development Coordinating Council.

"Kapit Bisig sa Ilog Pasig " is a product of a memorandum of agreement between AFI and DENR, through PRRC, which makes the AFI- Bantay Kalikasan and the DENR co-managers of the Pasig River Rehabilitation project.

The project aims to achieve a zero toxic input into the Pasig River including tributaries
esteros, and creeks leading to it. The project also aims to raise at least P700 million to acquire the technology and meet operational expenses to clean the river within seven years.

Under the project, focus is on the cleanup of an initial 10 esteros that flow towards the four major tributaries in San Juan, Marikina, Taguig, Pateros and Napindan. There are 47 major and minor tributaries in the metropolis, for which the Pasig River serves as the catch basin.

. Under the project, the PRRC, AFI and their partner organizations aims to revive the polluted Pasig River through “clean river zones,” where the discharge of toxic waste will be lessened or stopped with the use of community-based facilities for the treatment of solid and water wastes.

Lopez added that the project aims to treat water flowing into the Pasig River with the use of catchments and filtration systems and bioremediation. Bioremediation is the process that uses microorganism, fungi, green plant of their enzymes to return the natural environment altered by contaminants to its original condition.

The project has begun the fist phase of its seven - year program, which focuses on the relocation of informal settlers living on the banks of the Pasig River and contribute heavily to the river’s pollution.

A study by the PRRC shows that 60 percent of the garbage dumped in Pasig River comes from households and 35 percent from industries.

Under the"Kapit Bisig sa Ilog Pasig" about 1,100 informal settlers living along the Pasig River will be relocated to a resettlement site in Calauan.Laguna by June. In the relocation site, the informal settlers will be provided by private sponsors with housing, education and health facilities and livelihood assistance.

The project also aims to relocate 4,040 informal setllers from Quezon City, Mandaluyong,Tondo, Manila, Makati-Guadalupe Viejo, Pasig , and Taguig.

ABS-CBN chairman and chief executive officer Eugenio Lopez III added that ABS-CBN will be heavily contributing to the success of the project.

"Other AFI programs like Bayanijuan, Bantay bata 163, Bantay Kalikasan, Sagip Kapamilya, Bayan Micro-Finance, and E-Media will also take part. Everybody's working together so the settler will be happy to transfer to the resettlement sites," Lopez said..

According to Lopez, the Philippines is the only country in Southeast Asia which has not yet cleaned up its major rivers, such as the Pasig.
"All the other Asian countries have solved their problems regarding the rivers that run through them," he said.

Meanwhile, Gina Lopez called on the private sector, the military and the national government to lend their support to the project

"Just imagine if we succeed in cleaning the Pasig River, this can be a model for all the endangered river systems in the country. We're sending a signal to everybody else that you need to revere the river because it is not your toilet bowl, it is your life," she said.

Climate change initiatives urged on RP

The Philippines must actively participate in global efforts to reduce greenhouse gas emissions to help prevent extreme climatic changes that cause natural disaster, Sen. Loren Legarda said yesterday.

Noting efforts by them European Union (EU) to draw up the "most ambitious plan" on reducing emissions during UN climate talks in Poznan Poland, Loren said the Philippines “must do its share to fight global warming,"

She urged the government to adopt the Albay Declaration as a starting point of its climate change initiatives, which, she said, should include efforts to mitigate the effects of climate change already being felt in the country.

"We, Filipinos, must implement a workable course of action to reduce greenhouse emissions in our part of the world, as well as set a timetable on achieving the goals we will lay down," she said.
"The Philippines must march in cadence with the rest of the world in trying to stop global warming and the weather extremes that cause natural calamities like floods, tsunamis, landslides, and droughts,"

In the 12- day Poland talks on climate change, the EU has proposed that its members and other developed economies cut their emissions by 25 t0 40 percent by 2020 based on the 1990 levels. The UN Framework convention on Climate Change (UNFCC) is organizing the conference which started Monday.

Loren lauded the EU's initiative saying other countries should set lofty but realizable targets no matter how high the economic price they may entail.

No economic price is too big when ranged against the environmental benefits to be derived from a shift to less- polluting technologies such as wind and water power, she said.

Global warming is measured by the increase temperature of the Earth's surface, air, and water. Among its many feared effects are rising sea levels, glacier retreat, mass species extinction, and climatic change.
"Climate change is very real and it is going to get worse unless something is done about it," said the senator, who was cited in 2001 by the United Nations Environmental Program (UNEP) for her environmental advocacy.

"The rain we are experiencing late in the year may be attributable to its already, along with the water shortages felt by many areas in the south," she said.

Dep Ed allocates P3.2B for construction of new schools

The Department of Education (Dep Ed) has earmarked some P3.2 billion for the construction of new schools and repair dilapidated classrooms as well as put water facilities in all schools across the country.

Education Secretary Jesli Lapus said of the total amount, some P1.6 billion had been allocated for the construction of school buildings in areas experiencing acute classroom shortage while the other P1.6 billion was earmarked for rehabilitation of school buildings and water and sanitation facilities.

He said 1,908 new classrooms, 6,322 new toilet, 2,513 repairs of existing classrooms and 194 repairs of toilets are targeted for completion under its 2009 School Building Program before the school opening in June.

"This is an important undertaking of the government that will benefit many sectors. It will fill the gap in classroom shortage and at the same time help pump up the economy by employing many people in the building and construction business,"said Lapus.

He said that new buildings will also be constructed in Southern Philippines under the Support to Philippine Education Reform (SPHERE) Projects.

Statistics from the Dep Ed Physical Facilities and School's Engineering Division (PFSED) showed that requirement for classrooms for 2009 Based on 1:45 double shift is 7,087. of the figure, 3,785 classrooms are for elementary and 3,302 for high schools.

The top five areas with acute classrooms shortage are the National Capital Region (NCR), Region 4a, the Autonomous Region in Muslim Mindanao (ARMM), Region 7 and Region 9, according to the latest PFSED report.

In 2008, the Dep Ed was require to build at least 6,549 classrooms - 3,417 for elementary and 3,125 for secondary schools.

In terms of water and sanitation facilities, PFSED documented a total of 80,042 shortage in toilet bowls and 136, 252 urinals in 16 regions across the country. Region 5 tops in toilet bowl shortage with 8,189 while Region 4A ranks first urinal shortage with 15,504.

Engr. Oliver Hermandez, PFSED chief, admitted the allocation is still not large enough to cover the backlog in classrooms, toilets and other facilities.

He added that the Dep Ed would need at least P50 billion to address such concerns.
Aside from the Dep Ed budget allocation, Hernandez disclosed that another P2 billion has been allotted by the Department of Public Works and Highway (DPWH) for the construction of buildings.

The amount is a part of DPW's regular alllocation under the Roxas law, he added.

Ferdinand Marcos has more 'friends' than Nixon, Evita in Facebook

NEW YORK - The ghost of Marcos past is back and is haunting Filipinos all over the world in a very in-your-face way: Facebook.

"My hero," gushes Facebook user May.

Everything about the profile of Ferdinand E. Marcos is factual. But nowhere on his wall is anything he had written.

Instead, the posts - now in the hundreds -- praise his greatness as president. There are some stray comments that are critical and some downright profane, but they are outnumbered by the superlatives.

The way it works is that Marcos appears to be another Facebook user. His profile identifies his status as being married to Imelda Remedios Visitacion Romualdez-Marcos, his birthday as September 11, 1917, his hometown as Ilocos Norte, and his education as the University of the Philippines College of law '39.

"You don't know what you've got 'til it's (sic) gone," writes Rhea. Luke, whose friends include Aiza Seguerra, writes: "No one can beat what this great man did to improve the country."

And from Abigail: "Despite the dictatorship, one of the best presidents in the Philippines. His brilliance created an impact not just in our country but in the international arena. Most of the republic acts are still under his regime... :) Love the brain of this guy!"

No surprises there. The Palo Alto, California, social networking website counts the most powerful men in the world, such as Barack Obama and Nelson Mandela, among its more than 175 million users - dead or alive.

An average user has 120 friends, but not Marcos who has 4,152; a drop in the bucket compared with Obama's 5,548,940.

In fact, Jose Rizal is only slightly popular with 6,808 supporters. But at least FEM has more followers than Lenin (3,579), Richard Nixon (3,687), and Evita (1,557).

That Marcos loyalists are regrouping via the Internet is not the news. Anyone can be on Facebook and for whatever reason, including peeking at young boys in skivvies or sharing recipes for homemade bombs.

Any Facebook user can host pages for anyone, including famous dead people, like FEM.

And he has two pages of photographs, including one with Ninoy Aquino of their younger selves captioned: "Marcos '37 and Aquino '50/ Resilient and deep-rooted brotherhood that transcends beliefs and ideologies/ Men of Unimpeachable character/ Upsilonians."

File that under: Hmm.

If social media guru Jesse Stay is correct, Facebook allows a user to "track social demographics." That's what the Marcos fansite appears to be doing.

Many of the supporters are in their 20s and 30s - too young to have lived through the horrors of the Marcos Dictatorship - and they're from all over the world. Not one of the recent posts recounts the crushing poverty, the military tortures, the crony corruption, and the Imeldific extravagance. Let's take shoes.

The Marcos dictatorship came crashing down in 1986 when a people power uprising chased the family and their cronies out of Malacañang.

In fairness, the Marvos Wall is not all praises. Negative comments make their way every once in a while.

One of them, Theterm, writes: "I will say he was fine at first until greed got the best of him. Viva Ninoy Aquino!"

Raymund says it short and raw: "This guy is an a--hole."

Nograles promote employment for students

Speaker Prospero C. Nograles yesterday said congress, in close coordination with the agencies of government, is exploring all avenues to promote education while expanding the government's employment generation programs, especially for the youth.
"We have to inculcate the value of education and hard work in the mindset of the young," Nograles stressed as he endorsed the early enactment of the proposed broadening and expansion of the coverage of the Special Program for the Employment of Students (SPES).

In consonance with the global trend, the Speaker noted that the SPES program mandated under R.A. 7323 has been extending employment opportunities to students taking up vocational and technical education.

"This program would surely expand the benefits derived by the students, their parents and employers," Nograles said.

The amendatory SPES measure under Hose Bill 5388 lowers the minimum employment size on participating establishments from the current 50 persons to only 11 employees.


Committee on labor and employment chaired by Rep. Mantanggol Codilla Sr, Gunigundo I said the Senate and House bicameral conference committee will start formal meeting on Thursday (Feb. 26) to reconcile whatever conflicting provisions found in the two chambers respective approved versions.

However the bill provides that the students enrolled in the secondary level should only be employed during summer and/or Christmas vacations, where those enrolled ion the tertiary level, vocational or technical education may be employed at anytime of the year.
Principal authors of the substitute bill include Rep. Edgar Chatto, Eufrocino Codilla Sr, Mary Ann Susano and Joel Villanueva (for HB 203) and Pufus Rodriguez who filed HB 2340.

HB 5388 provides under section1 that “person or entities employing at least more than 10 persons may employ poor but deserving students 15 years olds, paying them salary or wage not lower that the minimum wage for private employers and the applicable hiring rate for the national and local agencies.

"Provided further, that their period of employment shall be from 20 to 52 working days only, which may be counted us part of the student's probationary period should they apply in the same company or agency after graduation." it added.
The measure also provide that the students employ in activities related their course may earn equivalent academic credits as may determined by the appropriate government agencies.

The program likewise provides that a percent of their salaries shall paid by the employers in cash and 40 percent by the government in the form of vouchers which shall be applicable on the payment of tuition fee and books in any educational institution.

Facilitation services for the applicants to the program shall be done by the Public Employment Service office and no beneficiary of the SPES may avail of any other government emergency or temporary employment program concurrently.

The Secretary of labor and Employment, the secretary of Budget the secretary of Social Welfare and Development and the secretary of Finance shall issue the corresponding rules and regulations to carry out the provision of the act.

Full Auto Polls in 2010 Assured

The Commission on Elections (Comelec) assured yesterday the conduct of full automated elections in 2010 after the House of Representatives approved on third and final reading the P11.3-billion supplemental budgets for the automation of the 2010 elections.

"We will have elections in 2010 and it will be fully automated," comelec Chair Jose T. Melo said during an interview after the house of Represented the budget for "an Automated Election System including the acquisition of services, supplies and machines on a lease with option tom purchase agreement/contract".

"The commission congratulates the House Speaker (Prospero Nograles) for his strong leadership. Imagine, during the caucus almost all the congressmen were against full automation, most of them were for the 'hybrid' (system) but Commission on Elections Chair Jose Melo confers with Executive Director Jose Tolentino during the hearing of the Joint Oversight Committee on Automated Election System at the Senate yesterday .

The senate panel is chaired by Senator Francis Escudero and the House panel is headed by Rep. Todoro Locsin Jr.

Scientists seek better screening of new born

Filipino scientists are considering improvements in local genetics research to increase the chances of detecting disorders in the newborn.


"We want to do more tests to improve the quality of life of our patients," said Dr. Carmencita Padilla, University of the Philippines National Institutes of Health (UPNIH) Institute of Human Genetics and Newborn Screening Research Center director.

Padilla said currently, newborn screening in the country can only detect only five disorders: congenital hypothyroidism, congenital adrenalhyperplasia, galactosemia, phenylketonuria (PKU), and homocystinuria.

"We want to expand metabolic screening in thee country in 10 to 15 years," Padilla said.

Padilla lamented that the country's budget for research is "so small" that local scientists can only do "one genetic mark at a time."

Very strong research has enabled the United States to start newborn screening as early as 1960, Padilla said, adding that US researchers had the capability to screen 30 disorders in 2002 alone.

"Almost all babies in the US are using this technology. The Philippines is still not in this level," Padilla said.

In Asia the technology is used at a rate of 50 percent.

President ready to sign poll budget

It's all systems go for the automation of the 2010 national and local elections as mandated by law with President Arroyo set to sign into law its appropriate funding soon, Malacanang said yesterday.

Presidential political adviser Gabriel Claudio said President Arroyo will sign immediately P11.3-billion supplemental budget foe the automation of next year's elections as soon as she receives the enrolled copy from Congress.

Claudio said the Comelec should also ensure the computerized electoral systems would be free from cheating and any form of irregularity.

"As far as the Palace is concerned, its all systems go for full automation of the 2010 polls as provided by law. We thank Congress for passing the supplemental budget in accordance with the timetable of Comelec and the certification of urgency issued by the President," Claudio said. "President Arroyo will sign the law immediately."

With the funding in place, Claudio said the poll body must carry out administration measures to ensure the automation system is "not only tamper-proof but also compliant with the law."

For instance, Claudio said, there must be way that Comelec could provide for the generation of election returns and certificates of canvass on the local level simultaneously with the electronic transmission of election returns for president, vice president, and senators on the national level without the need for further legislation.

"That way, the election results for national positions will be known in three to four days as committed by Comelec, at the same time providing local candidates the official basis for ascertaining local poll results in their respective areas," he added.

Press Secretary Cerge Remonde said the government remains supportive of the full automation of the 2010 elections, rejecting moves by some lawmakers for a hybrid electoral systems.

Remonde said the full computerization of the electoral process is a "consistent" priority of the President before she steps down in office next year.

Electoral fraud and a botched automation could create an "unprecedented level of uncertainty and instability," he said.

Tourist Spots & Stops in Tagaytay City Philippines

Tagaytay City, about 60 kms south of Manila, the Philippine capital is one of the prime tourist spots in the Philippines. It is an ideal site for weddings and conventions. Less expensive alternatives are Tagaytay Convention Center, Royale Tagaytay and Phinma. Mid-priced hotels like Bed & Breakfast, Days, Hotel Dominique and Royal Parc are scattered in the area. There are plenty of budget rooms and picnic huts for less than a thousand pesos.

Transportation is never a problem as busses ply the Manila-Tagaytay route 24 hours.

Those who prefer native Philippine dishes like "sinigang" and "kare-kare" (variations of beef and pork preparations) have a wider selection of reasonably priced restaurants in the main road - Dencio's, LZM, RSM, Leslie's, and Josephine's.

In the same strip, a horseback riding facility is available in Viewsite's ranch-inspired surroundings. Beside it is Taalena, where diners get to be serenaded by a string quartet. Fast food chains like Jollibee, McDonalds and Chowking coffee shops, pizza parlors and delicacy stores also abound.

How To Get To Tagaytay City

Tagaytay is an hour and 15 minutes drive from Manila via the South Superhighway or through the Coastal Road. If going through the South Superhighway, take the Carmona Exit and drive down through the Governor's Drive and Silang up to the entrance of Tagaytay City. Or through South Superhighway, take Sta. Rosa exit going straight to Tagaytay City.

There are two possible ways to get to Tagaytay via the Coastal Road:

Indang and Mendez Roads on Trece Martirez and Amadeo areas. If coming from the neighboring town of Ternate, Cavite take the Naic road and drive straight to Indang and Trece Martirez.

From Batangas Province, the best way to reach Tagaytay is through the new circumferential road. From Laguna, you may enter Tagaytay through the Carmona exit.

There are buses and vans that ply to Tagaytay from Manila on a daily basis from 6:00 AM to 9:00PM. The CELYROSA, CROWN, and other bus companies have their terminals in EDSA, Pasay City,Lawton and at Baclaran.

Kaibigan, sa kabila ng mga kasayahan na nagaganap sa iba't ibang lugar sa buong mundo dala ng pagdiriwang ng kapanganakan ni Jesus, maraming madidilim na balita na bumabalot sa Mga ating mundo sa ngayon. Ang iba sa atin ay sadyang madidilim na pananaw.

Kaya kung kayo man ay nakakaranas ng kadiliman kailangang magdasal lang po tayo. Ngunit pagkatapos ng inyong paulit ulit na pagdarasal ay madilim pa rin sa inyo, kailangan po magbayad kayo sa MERALCO.

Totoo nga pong may balita tayong naririnig at nababasa na may dalang dilim sa ekonomiyang pandaigdig. Marami na tayong nababalitaan patungkol sa economic crisis sa America, recession sa Europa, sa Japan at iba pang part eng mundo. Nabasa natin na ang pinakamalaking investment bank ng US ay na-bankrupt.

Ang pinakamalaking insurance company ng buong mundo ay bumagsak pati na ang pinakamahusay na boksingero ng America ay bumagsak na rin.

Maaring totoo na may panganib na darating sa pambansang ekonomiya ng Pilipinas katulad ng nasabi ko kanina. Ngunit sa panahon ng krisis may dalawang klaseng tao ang lumilitaw.

Ang isa ay si Malambot at ang isa nama'y si Matigas. Kung ikaw ay si Malambot, ikaw ay madaling manghina, madaling madiscourage sa mga negatibong balita at ikaw ay kaagad sumusuko na hindi lumalaban. Puro alibi ka lang.

Ngunit kung ikaw ay si Matigas at buo ang loob, ikaw ay hindi nadidiscourage sa mga bali-balita lamang. Ikaw ay lumalaban ng walang humpay. Mamatayan ka man ng MERALCO, magdilim man ang iyong kapaligiran, ikaw ay buong tapang na sasagupa sa dilim upang tiyakin na sa muling pagsikat ng araw ikaw ay matatag na nakatayo na hawak ang minimithing tagumpay.

Mga kaibigan pagkatapos ng 21 taon sa industriya ng pabahay, ang RCD group ay isa nang matigas na institution. Marami din namang mga positibong bagay ditto sa ating bansa na dapat natin pagtuunan ng pansin. Halimbawa:

Ang ating GDP or Gross Domestic Product ay lumago ng 4.7% ngayong 2008 at sa 2009 ay tinatayang lalaki ito ng 3.5% to 4.5%. Ito ang sinasabi ng Bangko Sentral ng Pilipinas.

Ang krisis sa US ay nakita na ng ating economic managers noon pang 2007 kung kaya't ito'y napaghandaan nila ng husto. Katulad ng VAT at ang mahigpit na regulasyon sa mga bangko ay ilan lang sa mga hakbang ng ating gobyerno para mapalakas ang sinasabing economic fundamentals ng bansa.

Ang Dollar remittances galling sa mga OFW’s na ngayon ay nag-a-average ng $16 Billion a year ay hindi naman masyadong mababawasan sapagkat patuloy din naman ang pagpapadala natin ng mga skilled workers and other professionals sa Middle East, lalo na, kung saan boom ang construction industry.

Ang mga call centers ay mananatiling malakas dahil tayo pa rin ang No.1 destination ng mga nag-outsource dahil na rin sa English proficiencynatin at lalo na sa nangyaring bombing sa India na sinasabing kalaban natin sa call centers.

Ang ating gobyerno ay nagpatupad na ng mga malalaking infrastractura sa Luzon, Visayas at Mindanao. Dagdag pa rito ang mga politiko ay inaasahang maglalabas ng maraming pera sa eleksyon. Kung kaya’t sa 2009, maraming pera ang iikot sa kamay ng mga tao.

Ang ibig sabihin, may pambili ng bahay ang ating mga kababayan.

Malaki ang domestic market ng pabahay. Kung matatandaan ninyo mayroon tayong backlog na 4 Million units at bukod pa rin lumaki na rin sa 88 Million ang ating populasyon.

Dahil sa mga nabanggit, maganda ang ating pagtingin sa 2009. Katunayan sa February 2009 ang RCD Land ay magbukas ng 10 hectare project na lot only sa Tanay, Rizal. Mayroon tayong expansion na 3.5 hectares sa RCD Royale Homes at sa RCD Villas de Bacoor mayroon din.

Kung maganda ang performance natin ngayong 2008, ang 2009 ay gagawin nating mas maganda.

May kasabihan sa larong basketball at boxing na ang malakas na opensiba ay isang magandang depensa (A strong offense is the best defense). Ito ay totoo hindi lang sa laro kundi ginagawa rin ito sa mga negosyo at mga trabaho natin.

Kung kaya't sa 2009 maglulunsad tayo ng isang malakas na opensiba. Hindi natin papayagan na maapektuhan tayo ng mga krisis na yan. Lulunurin natin yan sa pamamagitan ng isang malaking marketing campaign na hindi nyo pa narinig sa kasaysayan ng atong kumpanya.

Sa 2009 dodoblehin natin ang ating pwersa. Mag-e-expand tayo sa Batangas, Laguna, Bulacan hanggang Pampanga. Sa darating na January 3 & 4, 2009 mayroon tayong Planning Conference at doon natin hihimayin kung paano natin matitiyak na makuha ang P 3.0 Billion sales for 2009.

Tanay is the site of RCD City, a 100 hectares of Self-Contained Community. The projects are RCD Homes East (house and lot) and RCD East Grove (lot only).

Let me tell you all about Tanay in this blog - the Tagaytay East of Metro Manila.

Tanay was settled by early Austronesian people. Shortly after the conquest and subjugation of Manila by the Spaniards and the surrounding lake areas by Juan de Salcedo in 1570-1574, Franciscan missionaries arrived to Christianize the inhabitants of what is now the Morong-Pililla area. In 1583, both Morong and Pililla were created as separate towns with Tanay forming part of Pililla.

Tanay was founded as a separate pueblo (town) in 1606 under the name "Monte de Tan-ay". In 1620, administration was moved to San Antonio (now called Inalsan or Pantay) and Tandang Kutyo. In 1638, the town was burned during an uprising of Chinese living in the area, and the town was rebuilt in 1640 at the present day location.

In 1747, the town of Tanay was consisted of only eight barangays, namely Nuestra Senora del Rosario, Sa Josep, San Ildefonso de Tanay, San Francisco de Maytubig, San Pedro de Alcantara, San Lucas y San Antonio, San Apostol and San Agustin de Balugbog.

In 1853, a new political subdivision was formed. The town of Tanay together with Morong, Baras, Pililla, Angono, Binangonan and Jalajala form the Province of La Laguna, with the capital at Morong. This district was later changed to Distrito Politico-Militar de Morong after four years.
Tanay became a Municipality in 1894 as an effect of the Spanish Maura Law. The first election of Public Office took place in 1895-1898 and 1898-1900 under the Revolutionary Government of the Philippines.

Tanay members of the Katipunan fought valiantly during the Revolution against Spain. The town was the headquarters of the second military area of the Philippine Revolutionary Government under General Emilio Aguinaldo. And for a brief period between 1899 and 1900, Tanay served as the capital of the then Morong Province after Philippine-American War broke out and the American forces invaded the lake towns and captured Antipolo.

In 1900-1901, Tanay as was under the Government appointed by the American Military under Taft Commission. From 1903-1934 the town leadership was under the American Rule then in 1934 Tanay was under the Commonwealth of the Philippines as the Tydings-McDuffie Act was approved on March 24, 1934 until the Philippines fell to the hands of the Japanese during the Second World War in 1942.

In 1942-1945 the Mountains of Tanay served as the Guerrilla base for 'Marking's Guerrilla's, beginning Siege of Tanay on March, 1945 a very decorated by the Filipino soldiers and guerrillas against the Japanese occupation forces during World War II. Gen. Marking is buried by the road beside his son's farm in Daraitan.

In October 2003, deposed Philippine president Joseph Estrada was transferred to a rest home in Sampaloc, a mountain barangay. He remained under house arrest until he was given executive clemency by President Gloria Macapagal-Arroyo.

Pranjetto Hills Resort & Conference Center

It is a 2 hour ride from Manila to Tanay, Rizal.
Upon reaching the resort, it would just be wrong for me not to start shooting as the place was literally paradise.

Camp Gen. Mateo Capinpin, 2nd Division Philippine Army (Tanay, Rizal)

Tanay, Rizal is a small town, an hour and a half away from Manila, but it's a world apart from urban Manila. If travelers like serenity, staring at mountain ranges, and feeling the wind on one's face, Tanay is worth a visit.

In Barangay Sampaloc is Camp Capinpin, the home of Philippine Army's Jungle Fighter Division.
Camp Mateo Capinpin, the present camp, was named after Brigadier General Mateo M Capinpin, the gallant soldier of the 21st Infantry Division who rose from the ranks during World War II.

It is strategically located at the foothills of the scenic Sierra Madre Mountain Range with an elevation of 1,400 feet above sea level and 70 kilometers just east of Manila.

On 01 February 1970, the 2nd Infantry Brigade (Separate) was formally put into active duty. The first Headquarters of the 2nd Brigade was housed in Camp Vicente Lim in Canlubang, Calamba City and later, was moved to Brgy Sampaloc in Tanay, Rizal.

On 19 March 1976, the Brigade was upgraded and reorganized into a full Infantry Division of the Philippine Army.

Calinawan Cave got its name from the word "linaw" a Tagalog term for clear. It is said that during the 15th-18th century, opposing parties used to convene inside the cave to settle disputes - thus the name Calinawan came about.

This cave also served as a shelter and a hideaway from the Japanese during World War II. It was also in this cave that the Japanese sodiers surrendered to the Liberation Forces.

CARLOS "BOTONG" V. FRANCISCO

Carlos "Botong" Francisco is one of the three famous national artists of Rizal province.

"Botong" as he fondly called, was declared National Artist in 1973 and received the Republic Cultural Heritage Award in 1976.

His works:

1. The mural "Fiesta" (1947) which he did for the Manila Hotel

2. "Pounding Rice" (1949)

3. "The Threshers" (1950)

4. "Muslim Betrothal" (1958)

5. The mural depicting the Filipino struggles through history at the Bulwagang Katipunan of the Manila City Hall (1964).

MAESTRIO LUCIO D. SAN PEDRO

Prolific composer and multi-talented musician who was best known to most Filipinos as the composer of the beloved song "Sa Ugoy ng Duyan".

Maestro Lucio D. San Pedro was declared National Artist in 1991. Maestro San Pedro, the man who since 1933 once nurtured the musical talents of the community youth, continues to guide the musical growth of Angono National Symphonic Band.

Among his most famous masterpieces were:

* Lahing Kayumanggi (1961)
* Sa Lupang Sarili (1940)
* Sa Mahal Kong Bayan (1950)

He also wrote soundtracks for films like:

* Limbas
* Darna
* Sakada
* Alabok sa Ginto

He also written the theme songs for the National Eucharistic Year:

VICENTE S. MANANSALA

Vicente S. Manansala (1910-1981) Born in Macabebe, Pampanga on 22 January. He studied at the U.P. School of Fine Arts (1926-1930). Manansala was given a six-month UNESCO grant to Ecole de Beaux Arts in Banff and Montreal, Canada in 1949 and a nine-month French government scholarship to the Ecole de Beaux Arts, Paris in 1950.

MANANSALA was part of the avant-garde circle of artists who met at the Philippine Art Gallery in the Fifties. Later, the writer and painter E.A. Cruz would give the group its Neo-Realist tag. For Manansala however, the group meant peer support for a growing perception that painting was more than just doing what one sees. Painting was now above all, allowing one's feelings to shape what was seen. A sunset could be green. A figure exploded out of shape by the intensity of its emotion. What was required was that it must show its own coherence. That is must work.

MANANSALA started exploring slightly abstracted images. He made realistic studies and recast them into variations which became more and more abstract. But never completely eliminating the initial image. Cocks fighting. A still life. Mother and Child. Candle Vendors. Or simply � a nude. Form and feeling became Manansala's singular pursuit.

No doubt such an attitude was nurtured by his studies at the Banff School of Fine Arts in Canada as a UNESCO fellow in 1949. As Manansala noted, discipline and dedication to art as one would to a religion were the prevailing spirit at Banff. And, drawing. Drawing. And more drawing. Except that Manansala started drawing differently.

Another scholarship to Paris a year after further honed Manansala's new vision. Somehow Paris became for him ½ "the most alive segment" ½ of his life: it taught him to see the essence of things, of painting. As he colorfully put it, he learned to discern feeling in a painting and "...let it rock my whole system in the manner that an earthquake rocks the earth". He realized that a good artwork is not just a matter of an apt spatial arrangement or whatever. It must have, above everything else, "a feeling of consecration".

MANANSALA tried to go beyond the surface appearance of things. Reality as truth, a precept drilled into his young mind before, had to be pushed back to the most remote recesses of his consciousness. Even when he looked for lessons from the Masters, he constantly reminded himself: "I must scratch deeper, try to grasp the roots, dip into the mainsprings, and thereby feel the pulse, feel the makings of what drives these creators to create, how much of themselves they give away in their toil, how much of the human being in them they crucify to turn out works of great importance".

CUBISM, which reduced reality into planes, sometimes simplifying forms, at other times fragmenting them into a myriad of resonant shapes, became the new idiom through which Manasala saw the world. Daniel-Henry Kahnweiler, one of Picasso's earlier exponents, aptly noted that Cubism was essentially the resolution of the conflict between representation and structure.

MORE than four decades separated Manansala, however, from the formative years of Cubism. Paris of the Fifties was actually riding the Abstract Expressionist current. Surface presence, the integrity of the pictorial plane and that of the gesture were the cornerstones of the movement. These were the qualities taken into Manansala's Cubist inflected idiom.

Saint Ildefonso Church Of Tanay, Rizal

The first stone church in Tanay was built in 1680 at the present location of Tanay Park.

The present church was rebuilt and constructed in 1773 and it was completed in 1783. It is an example of early Renaissance Architecture.

The church is famous for its beautiful 'retablos' (altars) and 14 'Via Crucis' or Station of the Cross curved in bass relief of wood, and other antiques.

It is also famed as one of the very few churches in the country featuring Rococo Artwork, a style popular during the 18th century characterized by curves and goldleaf.
